**Why this happens:** The parking lot at Kobe Kitano Nosta is managed by the facility itself, not by PowerX. Even though the PX charging space is open, if the facility's lot is full, entry follows the facility's own operations and PowerX can't secure a spot for you (en/runbooks/stations.md:120-124).

**What you can do:**
- Wait until the lot clears up and try entering again, or
- Use another PowerX station instead — you can check availability of nearby stations in the app.

**If you had a reservation:** If you weren't able to charge within your reserved time slot because you couldn't enter the lot, the cancellation will be handled for you — so please contact support in that case rather than worrying about a no-show penalty (en/runbooks/stations.md:124).

One extra tip for next time: once you do charge at Kobe Kitano Nosta, you can get the facility parking fee waived by showing your parking ticket plus the "Charging" screen or "Usage details" in the PowerX app at the Nosta Cafe register on the 1st floor (available 9:00–18:00, valid only on the day you charged) (ja/public-help/articles/48639668284569.md:20-28).

I'm sorry for the inconvenience — at Kobe Kitano Nosta the charging bay being free doesn't guarantee access, because entry to the site is controlled by the facility's own parking lot.

What applies here:

- When the facility's parking lot is full, it has to be handled under the facility's own operating rules, and PowerX cannot secure entry or override the gate for you.
- Please either come back once space frees up, or consider using a different charging station. The station itself is listed as open 24 hours, year-round, so you can retry later.
- If you had a reservation and were unable to charge within your reserved time because you couldn't get in, contact us and we'll handle the cancellation for you.

One thing worth knowing about parking charges: the free-parking service at Kobe Kitano Nosta only applies on the same day you actually charge with the PowerX app, and the procedure is done at the Nosta Cafe register on the 1st floor between 9:00 and 18:00 (show your parking ticket plus the app's charging screen or usage details). Outside that window the waiver doesn't apply. So if you can't enter and don't end up charging, there's no waiver available for that visit.
